Kathleen A. Martin is a government relations professional with over a decade of experience in bipartisan political strategy, public policy, strategic communications, and campaign finance. Her pragmatic strategic engagement philosophy is informed by her dynamic understanding of the political motivations and practical pressures colliding at the intersection of policymakers, corporations, trade associations, and constituency organizations. Kathleen is committed to advancing her clients’ complex public policy interests through bringing action-minded stakeholders and well-positioned policymakers to the table for substantive conversations.
Prior to founding BS, Martin was a member of the Government Relations team at a fortune 300 specialty P&C insurance company. In this role, she led multi-faceted advocacy strategies and represented Assurant's interests in meetings with members of Congress and federal agencies. She also monitored federal and state legislative and regulatory developments, coordinated with legal and consulting teams, and advised trade associations on policy. During her tenure, she revised the company's PAC bylaws and political activities policy, which significantly increased the organization’s ethical index score of political financing.
Martin also has extensive experience in the United States Senate, where she worked in the office of Senator Richard J. Durbin from January 2018 to June 2021. As a legislative staffer, she led stakeholder meetings, briefed senior staff on policy, and managed a team of junior staff to support the Senator’s work as Whip. She also conducted legislative research, drafted recommendation memorandum for legislation cosponsorships and votes, and composed constituent letters. Her earlier roles include working as a National Finance Assistant for Brad Schneider for Congress, in which she assisted with campaign fundraising efforts, prepared financial memorandum, and supported disclosure requirements. Her internship experience includes positions with U.S. Senate and House offices, The White House Office of Management and Budget’s Office of Communication and Congressional Relations, and GMMB, Inc., a strategic communications consulting firm.
In addition to her professional career, Kathleen Martin is currently a Juris Doctor Candidate at The University of Wisconsin School of Law and holds a Bachelor of Arts in Political Science, Journalism, and Communication from The George Washington University. She has also earned a Penn Wharton Economic Budget Model Certificate for Policy Professionals from The Wharton School of the University of Pennsylvania. Her community involvement includes volunteering for Every Daughter, a Christian organization which provides temporal and spiritual support for women recovering from exploitation, and serving as a wedding coordinator and a Respect Life Committee member within her home parish.
